She is being a bit duplicitous in her use of the phrase “pre-existing conditions”. Universal coverage would make such a term meaningless, since everyone would be covered already. But if that is not the case, then allowing people with pre-existing conditions to enter the insurance system would increase costs dramatically. It would be the equivalent of allowing homeowners to buy insurance as the hurricane winds reach their home.
Universal coverage needs to be truly universal.
